2026 SCHOLARSHIP

Guidelines:

• The applicant is not eligible to receive this award in two consecutive years.
• The applicant must be either a graduating high school senior or presently in a college or university.
• The applicant must be a direct dependent of the FOP member. A direct dependent is defined as living in the same household and being financially dependent on the member. A dependent can also include grandchildren as long as the member is the sole source of support for the applicant. A copy of the member's CURRENT membership card MUST be sent in with the application.
• The member's lodge must be a part of the FOP of Virginia and in good standing with both the State Lodge and National Lodge.
• In order to be considered for an award, the applicant must be preparing to attend an ACCREDITED college or university or currently enrolled in one.
• All applications must be legible and filled out completely.
• A letter from your local lodge President regarding the FOP member's standing in the lodge must be attached to the completed application. The letter must be on local lodge stationary and should also state the member's activities in the lodge, offices held, committee assignments, etc. Another officer of the lodge executive board may write the letter if the applicant is a relative of the President. A photocopy of the current membership card must be attached.
• All scholarship checks will be made payable to the applicant and to the College or University.

The topic for the Norfolk Commodore Lodge FOP college scholarship is, "How will future Law Enforcement Officials in the United States work with the diversity issues dividing law enforcement officials and the communities they serve?"

Recent data indicates serious issues for law enforcement in America. Issues range from:

• Amount of force used by law enforcement toward members of minority communities
• Amount of force used by law enforcement toward members of the general public
• Defunding police departments
• Retention of highly qualified officers
• The number of qualified applicants applying as new recruits

Select at least one of these issues you think will have the greatest impact and influence for the future of law enforcement in the United States, then develop a plan to correct the problem you select. Research these topics thoroughly and write an essay following the guidelines below.

The essay must include:

• A minimum of 5 references
• APA format
• A minimum of 500 words in length
• The completed scholarship application
